Abstract
Although neither immigrants nor refugees are in the main focus of Habermas' work, his occasional interventions on the issue introduce a relevant and illuminating normative perspective. His considerations concern two different moments of the migratory phenomenon: in the first place, he deals with the legal, but also moral duty of admitting the
access of refugees and migrants; in the second place, he details the conditions the process of integration of such people should meet within a democratic State
