Abstract
Based on documents from the Vatican Secret Archives, this work presents the proposals for reform of the canon law made by the archbishop of Burgos in 1904, in response to the Pergratum mihi circular of the Vatican Secretariat of State, 25 March 1904, at the beginning of the 1917 cannon law codification, and offers a first joint valuation of them.
